Abu Dhabi has announced an ambitious three-year plan to position itself as a global leader in AI-driven governance, backed by a significant investment of Dhs13bn. The initiative aims to revolutionise government operations, enhance public service delivery, and foster sustainable economic growth by embracing AI, cloud technologies, and data analytics.
AI-Powered Governance: A Strategic Vision
The Department of Government Enablement – Abu Dhabi (DGE) has launched the Abu Dhabi Government Digital Strategy 2025-2027, a comprehensive framework to establish the emirate as a leader in technology-driven governance. The strategy focuses on transitioning government operations into an AI-native, agile, and innovative ecosystem.
Key Objectives and Investments
The strategy is centred on building a cutting-edge digital infrastructure to support scalable and flexible government operations. Among its primary goals are:
- Full adoption of sovereign cloud computing across all government functions.
- Comprehensive digitisation and automation of government processes.
- Development of a unified digital enterprise resource planning (ERP) platform to enhance efficiency and productivity across agencies.
In addition, the government plans to implement over 200 advanced AI solutions to streamline services and solidify Abu Dhabi’s reputation as a global AI innovation hub. Another cornerstone of the strategy is ensuring cybersecurity through detailed digital guidelines and frameworks.
Empowering Citizens Through AI
The “AI for All” initiative forms a key pillar of the strategy. It aims to equip citizens with the skills to effectively use applications. This programme ensures inclusivity, making AI adoption accessible to all residents and reaffirming Abu Dhabi’s commitment to empowering its population.
Ahmed Hisham Al Kuttab, chairman of DGE, highlighted the transformative potential of the strategy:

Building on over ten years of digital evolution, Abu Dhabi’s strategy moves beyond e-government and smart services to fully AI-powered systems. Initiatives such as TAMM 3.0 and the Abu Dhabi Program for Effortless Customer Experience are designed to integrate AI, sustainability, and advanced data analytics into next-generation digital solutions.
These initiatives are expected to boost Abu Dhabi’s GDP by over Dhs24bn by 2027 and create 5,000 jobs, aligning with the government’s Emiratisation goals to empower UAE nationals in the digital economy.
Global Collaborations and AI Expertise
Abu Dhabi is strengthening its position in digital governance through strategic partnerships with leading organisations, including:
- Mohamed bin Zayed University of Artificial Intelligence for AI upskilling.
- Advanced Technology Research Council for large language model development.
- G42 for building AI infrastructure.
